Google's Blogger site is a good place to start, you can easily add the AdSense adverts to your page too.

First, you will need to build a server or use a web hosting company. Web hosting is roughly $170.00 for two years. Then you will need a CMS(ContentManagement System). There are a few good Open Source (free) CMS's. Drupal, Joomla!, Mambo just to name a few. Drupal seems to be geared for bloggers.

Why not try http://www.wordpress.com? You can use posts or pages to make it more like a proper website.
