Sticky posts.  These are the ones that end up at the top of your blog and stay there even when you add other posts.  Those second posts start at teh second or lower position depending on how many sticky posts that you have.

It is a pretty cool idea and one that I have used quite a bit, particularly if I want to get a certain idea across to my readers over time. 

So regardless of the blog software that you are using, you should see whether you can do this (The sticky post thing).
